Conductors and overcurrent protection are sized at 125% of the heater load (CEC 8-104), so a 15 A 240 V circuit carries up to 2880 W of connected heat and a 20 A 240 V circuit up to 3840 W. Do not install a baseboard directly beneath a wall receptacle - a cord draped over the element is a fire risk and an inspection failure.

Keep the clearance stated on the nameplate to the floor, to carpet and to drapes. A baseboard works by drawing cool air in the bottom and pushing warm air out the top - block either and you lose output and risk nuisance tripping on the thermal cutout.
