Why the one-gang raised cover is the default
Most commercial rough-in uses 4" square boxes because they take more conductors and more connectors than a device box. The trade-off is that the box is wider than the device, so a raised one-gang cover is what turns it into a normal-looking outlet. Order these in the same quantity as the boxes — running out of covers is the classic way to leave a floor unfinished with everything else done.

Will it fit a 4-11/16" square box?
No. This is sized for the standard 4" square. The larger box takes its own cover.
What is the difference between this and the 52C17?
Opening count. The 52C13 is one gang, the 52C17 is two gang. Same 4" x 4" x 1/2" body.
Does the 1/2" raise count toward box fill?
Raised covers add volume, and the cubic capacity is marked by the manufacturer. If your count is tight, confirm the figure before you rely on it.
Is a flat cover available instead?
Yes, flat blank and device covers exist for the same box. Pick the raise based on how far your finished surface sits from the box.
