Why centre-off means all three poles open in the middle
A three-position bat toggle with a centre off gives you two distinct sets of made contacts with a genuine open in between. Across three poles that is a forward/off/reverse control for a three-phase circuit, or a two-source selector where the middle position has to be a real break rather than a coasting position.

The rating on a toggle is an AC rating. Put the same switch on a DC-reversing circuit — a winch, a hoist, a DC motor on a machine retrofit — and the arc never gets a zero crossing to extinguish at, so the contacts erode and eventually weld. A welded centre-off is a switch that will not turn off. De-rate hard for DC, or let the toggle drive a contactor and keep the load off the handle.
