Do not install a baseboard directly beneath a wall receptacle - a cord draped over the element is a fire risk and an inspection failure.

Keep the clearance stated on the nameplate to the floor, to carpet and to drapes. A baseboard works by drawing cool air in the bottom and pushing warm air out the top - block either and you lose output and risk nuisance tripping on the thermal cutout.

Can I cut a baseboard heater down to fit the wall?
No. The element is a fixed length inside a fixed enclosure. Use a shorter part number, or run two smaller units, and size the circuit for the combined load.
