Yes. CEC 62-108 requires a disconnecting means for fixed electric heating equipment - within sight of the unit, or lockable in the open position. On a suspended or ceiling-mounted unit that is not optional and inspectors look for it.

Often, yes - and it removes the venting, the gas piping, the combustion air and the annual gas inspection along with it. The question is whether the electrical service has capacity for the load.
